- Who Can Apply: Starting artists based in or moving to The Hague, professionally active for at least one year and graduated from a recognised art academy (BA/MA) or started their practice no more than five years ago; must be registered in Stroom's artist database.
- The Focus: One-time contribution to support a work period of up to two years and the development of early-career artists in The Hague.
- The Funding: €4,000 one-time contribution; maximum €20,000 per applicant per calendar year.
- Key Requirements: Via Stroom portal: applicant details, participants, plan (80-word summary and full plan max 500 words per section), financial overview using the model budget, documentation (10–20 images with documentation list max 30 words per image, optional video max 9 minutes), and signed agreement.

Application notesUse the Stroom portal (Dutch interface; applications may be submitted in English). The grant is valid for two years after the committee decision; realization must start no earlier than eight weeks after the deadline. Final accountability (content, visual, financial report) is due within three months of completion. Payment is 80% advance and 20% after final accountability. Not eligible: proposals tied to art education, students, educational courses/workshops, or post-academic residencies (e.g. Rijksakademie, De Ateliers, Jan van Eyck Academie, EKWC).
