  • Who Can Apply: Professional artists or artist teams residing in the Twin Cities and greater Minnesota. Emerging artists with relevant portfolios are welcome; Indigenous and BIPOC artists are especially encouraged.
  • The Focus: Design and install a site-specific, permanent public artwork for two enclosed Minnesota Street skyway bridges (Bridge 11 and Bridge 21) in downtown Saint Paul, using glazing, lighting, flooring, architectural surfaces, or a combination.
  • Compensation: $71,000 total budget, the maximum commission and all-inclusive (fees, community engagement, design, engineering, permits, fabrication, installation, insurance, delivery, documentation, contingency). No proposal stipend.
  • Key Requirements: Register as a supplier on the City of Saint Paul Supplier Portal (Event #1760) and submit a single PDF (max 10MB): letter of interest (max 2 pages), resume/CV for each team member, up to 10 work-sample images with descriptions, preliminary concept sketches and statements, 2 professional references with contact info, and a cost breakdown by phase. Questions are due through the portal Q&A by October 9, 2026, 3:00 PM CST.

Pay$71,000 total public art budget = the maximum commission, all-inclusive: artist and consultant fees, community engagement, research and design development, technical drawings/engineering, permits, materials, equipment, fabrication, site preparation, installation, insurance, transportation and delivery, documentation and contingency. No proposal or finalist stipend: proposers bear their own proposal and interview costs.
