- Who Can Apply: Professional artists or artist teams 18+ who reside in or have very strong ties to central Indiana (Marion, Hendricks, Boone, Hamilton, Morgan, Johnson, Shelby, Madison, and Hancock counties); previous Welcome Race Fans artists eligible with preference to new applicants.
- The Focus: Commission of original 2D or 3D artwork on the theme "This is May" for Welcome Race Fans 2027.
- Compensation: $3,000 per artist total flat fee ($2,500 commission + $500 licensing stipend); artist covers materials, supplies, labor, equipment, and shipping/delivery.
- Key Requirements: Submit an online RFQ with legal name and preferred artist names, contact information, up to 5 relevant past-work images (JPG/JPEG or PNG, max 10MB each), optional website or art-dedicated social media links, and required demographic information; do not submit proposed designs.

Pay$3,000 total flat fee per selected artist ($2,500 original artwork commission + $500 licensing fee). All-inclusive: the artist covers materials, supplies, labor, equipment and shipping/delivery from this fee. Qualifications-based RFQ, so there is no separate proposal or finalist stipend. Five artists are selected; the artist keeps ownership and copyright and may sell the original.

Applications not received via the online form will not be considered. Do not submit proposed designs; selection is based on past work. Optional virtual application workshop Wednesday, October 7, 2026, 6:30-7:30 p.m. Selection notified by October 30, 2026; sketch review October 30 - November 22, 2026; finished artwork due at the Indy Arts Council office by January 28, 2027.
